Texas’ second special legislative session concluded last week without banning hemp-derived cannabinoids, including those containing low doses of THC. The proposed Senate Bill 6, which would have outlawed all hemp products with detectable cannabinoids except for CBD and CBG, failed to advance in the House. The session concluded without any changes to the law for most hemp-derived products on the market today.

Instead, Senate Bill 2024, which took effect on September 1, 2025, prohibits the sale and marketing of any vape products containing cannabinoids, including CBD and THC.

During a bill-signing ceremony last Friday, Governor Greg Abbott hinted at the possibility of calling a third special legislative session, saying “stay tuned on that, something may be happening soon” when asked by a reporter whether unresolved items like hemp regulation might be revisited in the near future.

While these developments are a good sign, Governor Abbott’s last comment means that the debate over hemp’s therapeutic benefits is not over in the state of Texas. Consumers and the legal hemp industry must remain vigilant and willing to educate about hemp’s benefits.
